Smt. Shilpa Shinde is an Indian Administrative Service (IAS) officer of the 2006 batch from the AGMUT (UT) cadre. She holds a Bachelor’s degree in Computer Science and Engineering from Gulbarga University, Gulbarga, Karnataka India. During her distinguished career, she has held several key positions of responsibility, including: Commissioner Labour, Government of NCT of Delhi; ⁠Commissioner & Secretary, Development Department; ⁠Chief Executive Officer, Delhi Jal Board (DJB), Government of NCT of Delhi; ⁠Managing Director, Delhi Transport Corporation; ⁠Addl Commissioner, Muncipal Corporation of Delhi (MCD); ⁠Special Commissioner (T&T); ⁠Director WCD & Social Welfare Department, Government of Delhi. With rich experience in the fields of Urban Development, Water Resources, Social Welfare she has contributed significantly to governance and service delivery in the National Capital Territory of Delhi. She is poised to lead WAPCOS Limited and further strengthen the Organization’s role in Infrastructure Development, Water Resources, and Power sector consultancy services, both in India and Abroad.

Shri Amitabh Tripathi, aged fifty-eight (58) years, is the Director (Commercial & HRD) of our Company with effect from February 1, 2025. He has been associated with our Company since year 1995. He holds a bachelor’s degree in civil engineering from Nagpur University and also holds master’s degree in Civil Engineering. He has more than thirty (30) years of experience in the field of planning, design and implementation of water resources, power and infrastructure development projects in India and overseas. He specialises in Hydropower and Pumped Storage projects from concept to commissioning. He has been actively involved in business development activities of our Company.

Shri Pradeep Kumar Agrawal, aged forty-five (45) years, is Government Nominee (Part-time) Director on the Board of our Company since May 23, 2025. He holds a Bachelor's degree in Mechanical Engineering from the Indian Institute of Technology (IIT), Kanpur. A 2006-batch officer of the Indian Administrative Service (IAS), Punjab Cadre, Shri Agrawal brings with him over 18 years of extensive experience in public administration. During his distinguished career, he has served in various key positions within the Government of Punjab, including as Deputy Commissioner of Ludhiana, Rupnagar and Gurdaspur. He has also held important roles such as Chief Administrator Greater Mohali Development Authority, Director General, School Education, and Chief Executive Officer of the State Health Agency, Punjab. Currently, Shri Agrawal is serving as Joint Secretary in the Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, and is posted in the National River Conservation Directorate. In addition to his role on our Board, he also serves as a Government Nominee Director on the Board of our subsidiary company.

Shri P. S. Gangadhar, aged forty-eight (48) years is the Government Nominee (Part-time) Director of our Company since March 06, 2025. He is a career diplomat with over two decades of experience in diplomacy and academics. In his diplomatic career, his skilful negotiations have helped deliver several agreements pertaining to trade, investment, technology, development cooperation, defence and security. He has also pioneered many novel initiatives for his government in the areas of investment facilitation, manufacturing, CleanTech and emerging technologies. He belongs to the 2005 batch of the Indian Foreign Service (IFS) and is currently Joint Secretary (Economic Diplomacy) in the Ministry of External Affairs (MEA), New Delhi. In his current role he is driving MEA’s initiatives across the domains of energy security, trade, investment, technology and investment arbitration. He also represents the Ministry on the Boards of various export promotion councils/bodies. Prior to this, he was India’s Consul General at Cape Town, South Africa. He has also served as India’s Ambassador/Deputy Permanent Representative (DPR) to the World Trade Organization (WTO) in Geneva during 2020-23. He was Director and Deputy Secretary at the Americas Division in the Ministry of External Affairs, New Delhi during 2016 - 20. As First Secretary at the Indian Embassy in Berlin he headed the Economic and Commercial Wing of the Mission during 2013-16. His first assignment abroad was at the Indian Embassy, Damascus where he served as First/Second Secretary during 2008-2012. Notable achievements during his diplomatic career include: conceptualizing and implementing a first-of-its kind Investment Facilitation Programme - Make in India Mittelstand (MIIM) that has helped over 200 German MSMEs invest in India. He was also instrumental in setting up the New, Emerging and Strategic Technologies (NEST) Division at the MEA, to harness strategic and developmental dimensions of the new technologies. His publication Indo German collaboration in High-Technology Manufacturing, that provides the cooperation framework for the two countries, has been jointly released by Prime Minister Modi and German Chancellor Angela Merkel in 2015. He is a post-graduate in economics with gold medal from University of Mysore. He has taught economics at University of Delhi during 2001-2004 and University of Mysore during 2000-01.

CA Pankaj Jindal, aged Fifty-Eight years (58 years) is the Non-Official-Independent Director of our company with effect from 15th July, 2026. He is an accomplished finance professional with the robust background in Chartered Accountancy, Law, Audit, Income Tax and allied fields with long working experience with the corporates since 1994. Based in Ludhiana, he has been actively practicing as a Chartered Accountant since 2009. His academic credential include Graduation in Commerce from Punjab University, Chandigarh followed by professional qualification of Chartered Accountant from the Institute of Chartered Accountants of India (ICAI). Shri Pankaj Jindal has 30 years of experience in Accountancy, Taxation, Company Law, Audits and Financial Management and he has demonstrated a consistent commitment to professional excellence and ethical standards.

Dr. Kamal Gurung, aged sixty-six (66) years, is the Non-Official-Independent Director of our company with effect from 31st July, 2026. He is a veterinary professional, researcher, administrator, and social worker. He completed his B.V.Sc. & A.H. from Bihar Veterinary College, Patna, and later obtained his M.V.Sc. from Haryana Agricultural University, Hisar. He served in the Department of Animal Husbandry, Livestock, Fisheries & Veterinary Services, Government of Sikkim, in various capacities, including Sub-Divisional In-charge, District In-charge, and head of different technical and administrative sections. During his service, he was actively involved in project preparation, implementation, administration, and research activities. He also served on deputation as Managing Director of the Sikkim Milk Union, where he was responsible for implementing the Integrated Dairy Development Project, contributing significantly to the development of the dairy sector in Sikkim. As a researcher, he completed the Mineral Mapping of Sikkim in relation to livestock farming in technical collaboration with the College of Animal Sciences, Belgachia, West Bengal University. He also conducted research on the native sheep and goat breeds of Sikkim, which were on the verge of extinction, thereby contributing to the conservation of the state's indigenous livestock genetic resources. Apart from his professional responsibilities, he has been actively involved in social, literary, cultural, and spiritual organizations. The positions he has held include: General Secretary, Sikkim Veterinary Association, General Secretary, Akhil Sikkim Gurung (Tamu) Baudha Sangh, where he prepared the ethnographic report of the Gurung community for submission to the Government of India in support of its inclusion in the Scheduled Tribe category, Vice President (Life Member), Nepali Sahitya Parishad, Gangtok, President, Pachey Baudha Gumpa Construction Committee, Pakyong, Advisor, Sikkim Prathibha Pratisthan, Pakyong, Joint Secretary, Sikkim Samman Sammilan, a national programme organized by the Government of Sikkim, President, Bharatiya Gorkha Parisangh and Sikkim State, Vice President, Joint Action Council, Sikkim State. He has also been actively associated with several spiritual and religious organizations dedicated to promoting human values, social harmony, peace, and tranquillity. Throughout his career, he has remained committed to the veterinary profession, livestock development, research, social service, literature, and community leadership. In recognition of his contributions, he has received felicitations from various sections of society.
